Is it OK to lock a bag of stolen United States to Canada?

Is it acceptable to use a TSA approved lock flying U.S. Canada? I heard that the airport officials in other countries do not have the necessary keys to open TSA locks approved, but can not find specific answers on the use of a lock when you travel to Canada.

Even the staff of the TSA not always the key – or perhaps simply not worth it and cut the lock. Use a plastic cable tie (wire tie) instead of a padlock. They are available almost anywhere that sells harware, including many pharmacies. They are cheap and keep your bag closed without having to use a lock. Necklaces also does not attract the same "cut the padlock attention of the TSA.
